First-Class MailA class of mail that includes all matter wholly or partly in writing or typewriting, all actual and personal correspondence, all bills and statements of account, and all matter sealed or otherwise closed against inspection. First-Class Mail comprises three subclasses: postcards, letters and sealed parcels, and Priority Mail. Any mailable matter may be sent as First-Class Mail. First-Class Mail is a USPS trademark.

All mail received by Mailing Services is mailed First-Class rate or Priority, depending on weight, unless otherwise stated. You must identify a mailing as Standard Mail if preferring Standard rates (formerly known as Bulk rate).

Standard Mail—Standard mail (formerly known as Bulk mail) is not sealed against Postal Inspection. Standard mailing prepared by your department must consist of at least 200 identical pieces of mail. The mailings should be presented to Mailing Services in zip code order, low to high zip code. An accurate count of pieces must also be provided. You must identify a mailing as Standard Mail if you prefer Standard rates (bulk rate). Mail not identified as Standard is mailed First-Class rate or Priority, depending on weight. Mailing pieces must have an account number either posted on the envelope or have a card attached to the mailing with the postage number.

Addressing your mailing is very important. The delivery address must be on the line immediately above the city, state, and zip. If the mail piece has a dual address, such as a street address and a PO Box, the piece will be delivered to the address immediately above the city, state, zip line. The USPS mail sorting machines read the address from the bottom up.

Mailing pieces must have a mail code either posted on the envelope or have a card attached to the mailing with the postage number.

Postal Service Endorsement System—Sometimes your mail can't be delivered; for instance, your customer may have moved. By using special addressing services called "ancillary service endorsements," you can give the Postal Service specific instructions for how to handle your mail if it is undeliverable as addressed. Depending on the purpose of your mailing, you may want those pieces forwarded to customers who have moved, or you may want a corrected address returned to you. Ancillary service endorsements include four basic phrases that are printed on the address side of your mailpiece:

  • ADDRESS SERVICE REQUESTED—The mail piece is forwarded or returned, depending on length of time old address has been invalid. Separate notice of the new address is provided.

  • FORWARDING SERVICE REQUESTED—The mail piece is forwarded or returned, depending on length of time old address has been invalid. Notice of the new address is provided only with return.

  • CHANGE SERVICE REQUESTED—Separate notice of new address or reason for nondelivery provided. Mailpiece disposed of by USPS.

  • RETURN SERVICE REQUESTED—Piece returned with new address or reason for nondelivery attached.

Some of these actions have fees associated with them and may cost you money.
Call Mailing Services with any questions regarding mailings. For detailed information on each of the four categories, visit the USPS web site.

Mail Piece Design—Consult with Mailing Services prior to designing your mail piece to ensure it will conform to regulations, will be timely and cost-effective. The size, weight, and design of your mailing can effect its suitability for mailing. You may also access the USPS Postal Explorer to search for answers to your mailing standards questions. Type "mailability standards" into the search field and a list of documents pertaining to standards will appear. And when it's time to mail the piece, we may be able to save you time and postage dollars by generating the labeling for you from your mail list, delivered to us either on a disk or by file transfer.
